The Seattle Waterfront area had a large festival on the piers that I was fortunate to attend (completely by accident). It was actually VERY interesting with a Coast Guard simulated helicopter rescue, Tug Boat races, Tug Boat formation steaming, as well as all kinds of Tug boats and small craft steaming through the water.
